The object of the invention is an overlay for seats used in public transport vehicles, especially in buses, which reduces head injuries occurring as a result of car accidents and sudden stops. During car accidents or other sudden stops of vehicles, passengers are exposed to a number of dangerous situations. In case of buses, there is a risk that a passenger can hit their head against  a seat in front of them. The construction of the seat should be inflexible enough to enable carrying a load equal to the mass of a passenger and at the same time, susceptible enough to mitigate the injuries of a passenger hitting against a seat in front of them. Both requirements are contradictory, consequently, it is hard to fulfil them without applying additional devices or mechanisms.
